Yeah, good advice from S. If it still won't grab, run a regular nut on and tighten it right up, till the taper is sucked down into its mating hole in the spindle and you get proper steel-to-steel seating of the taper. Then remove the standard nut and there should be enough friction to get the locking-type nut to go on all the way.
Since it's a brand new locking nut, the nylon collar in it is very snug. You might put a touch of oil on the threads also when finally tightening it down, to help make sure the taper doesn't pop free and start spinning again.
DON'T put any lube on the taper, and make sure both the hole and tie rod end are clean when assembling.
Definitely not a good idea to go with a standard nut here, even doubled. Especially since you went to the trouble of getting a NEW locking-type nut. You COULD re-use the original (I always do), and it will go on easier but still have locking qualities.
