They are definitely low, and the difference between #4 and the others is a little troubling, ranging from 16-22%. Target variance is 10%, so you are well outside that.
That said, if the car runs okay I'm not sure I would do anything about it immediately. Wait for it to actually fail, or clear signs of failure. I'd be vigilant about that stuff - checking the oil for signs of water contamination and monitoring water consumption, as these things can lead to far more cost damage that a head gasket. But with just compression test numbers, there is no certain requirement to do anything further now.
