I just did this a week ago on an 89. Are you sure you turned it CCW around enough? I remember it taking several complete turns to retract the cylinder. Also at times I applied pressure to cylinder to coax into the caliper. However if the piston moves very easily, there may be a problem that someone more knowledgeable can answer. Good luck!
Other suggestions:
If you don't already have one I would get a ratchet hex set. The slide pins are really torque on there.
And other people may recommend cleaning and lubricating with high temp grease the inside of the caliper where the pads meet the housing.
