Sounds like it must be something with the green/red wire from the headlight switch to the fuse block. This wire supplies both of the fuses for those lights (L side lights, R side lights). It's a single point of failure that would affect just the lights you describe. See page 371-106 in Bentley.
The headlights are powered through a different set of contacts in the switch, and the power for them comes out of the switch on a different wire. Power for the brake lights is entirely independent.
The green/red wire goes from the headlight switch, through 29 pin connector "B" below the fuse block, and up to the two fuses. My guess would be the fault is at the connector.
