There's no power on the green/red wire at the switch? You have to check that with the switch installed, and set to a position where you would normally expect the lights to be illuminated. The switch provides power to that wire to light the lights. If there's no power on that wire under those conditions the switch is suspect (though you say you've tried two switches, right?).
