I was going to suggest rad also, except it's normally the other way around: driving fast cools it more, coming off the highway and especially at stoplights, the temp goes up - engine is hot but air flow decreases... so where his is backwards, I dunno, could still be the rad. maybe unplug the sensor spray wit hcontact cleaner and then replug?
Does the car have bosch cap + rotor, NGK plugs, good (ideally bougiecord) wires? That's the first step for the starting, stalling stuff. Also check for vacuum leaks. If you bought this recently from Walter, he must be able to answer some of these questions for you.
