Might be the Cat. I've replaced Cats recently on two classic Saabs that failed smog but only due to high Nox. The Cats fixed them both nicely. I ran it hard in 4th gear at 3500-4000 for about 20minutes before going to smog and the cooling fan was cycling. I swapped the O2 with a known good one and it also cycles properly between .2 and .7 volts and compensates when I pull a vacuum line. I swapped two other ECU's from running early 90's 900t's with no change. It spits a lot of condensation when idling and my nose smells rich exhaust. Neither of the other cars do this in the same weather and running conditions.
