Looking back through a lot of threads, the high NOx point to the cat.
The rich running puzzles me too.
Just for the heck of it, change the vacuum hose that runs from the top of the intake manifold to the FPR just in case there's a split - check that vacuum nipple for cracks, too. If the FPR sees atmospheric pressure at the vacuum hose port, it'll affect the fuel pressure that the injectors see relative to the intake manifold pressure; making it run rich when there's negative pressure in the intake mani (say, at steady speeds of 15 and 25 mph) and lean when there's positive pressure.
FWIW (this and $20 will get you a double half-caf soymilk cappuccino, a blueberry scone, and a used Enya CD), I've read a few non-SAAB forums that have instances of guys refreshing their aged converters by boiling them in acetic acid solutions for a few hours. It sounds like it should be distributed in a "Why women live longer" e-mail, but these guys say that their vehicles passed emissions after the procedure. It's not officially sanctioned anywhere and is downright dangerous in closed rooms.
