Jason,
first, congratulations on your new C900! Secondly, there is the feature there in the ABS ECU firmware which CUTS OFF the anti-block functionality somewhere around 5 mph +- small theta tending to zero in the neighbourhood of zero (*); or around 7 mph; or 3 mph, whateva.
What all this means is that - with all my disgust for parts-swapping approach - your ABS ECU looks like it's gone nuts: it does sense the wheel-speed sensors (ABS indicator light is live - you see it on while the start-up - and you don't report it flickers when cruising) and toggles the anti-block valves. If you did any welding on this C900 leaving all the ECUs onboard, then that's it. So with all my disrespect to ECU faulty intention which is quite popular among the public wisdom I've got to say that it is worth to try replacing your ABS ECU with a good known one:
1) just don't go with MY '89-90 ABS ECUs;
2) you can use 9K ATE MkII ABS ECU if 9K's are more popular than C900's in your hood. For more on 9K-to-C900 ABS ECU compatibility try pinging some C900-and-9K lads like Simon S or tz or Larry West or Andres.
