On the older cars (mine's an '86), it's a bolt! You actually have to enlarge the hole in the new heat shield to make it fit. I didn't want to go to the hardware store (again), so I just used the regular steel bolt, but found a couple of stainless nuts to make it at least semi-disassemblable.
You could run a tap up through the rusty mess there in your car and see if you can set threads in it! I like the magnet idea more though, but you can't do it if you pop rivet a heat shield out of aluminum flashing as I suggested. I recall one time, I took a partially rusted-away heat shield and just added a bit of galvanized sheet steel from an old fireplace flue with 1/4-20 mild steel bolts through the rust holes in the existing shield and through some holes I drilled in the new metal. The front screw (newer car) was rusted into the partially-missing floor, so rather than try to fab up another fastening system, I just folded up a piece of sheet metal, drilled a hole in it, and threaded it on the rusty bolt nub from the bottom as a sort of a "speed nut" to hold the heat shield on. Thing held up through two winters and was still going strong when I sold the car! No rust on the galvanized part!
