You have to be careful not to get the assembly so hot that you mess up the boot on the inner tierod or even the seals on the rack.
I would take a die grinder to the nut and cut it almost to the threads. A nut cracker should then get it. The air chisel will but you have to be careful.
You can use a dremel tool or even a hacksaw.
As to heat, I see it making more problems than it would solve. MAPPS is a much better source than propane. Oxy-Acetylene is the best approach. I don't have it, not much automotive welding is done with it anymore but it is great for cutting and doing exhaust work.
I have posted this previously. The correct approach is to heat parts red hot and then touch a piece of candle wax to the parts. It wicks in and when the parts cool they will stay separated. People tell you to use WD 40 but it burns. Wax is the way to go. The idea is that the red hot causes the parts to grow and break the bond (whatever it is) and the wax keeps it broken.
One other good product is Freeze off, available from several sources. It is a penetrant with cooling properties. The cooling shrinks parts and the penetrant keeps them apart. I use it but often find a die grinder or heat the best choice.
