It's not clear if you have a near-to-breaking or broken arm or are just worried about rust. These don't break often and if the car is otherwise unrusted arms may be just a cosmetic issue.
But I have had two cars where the upper arms were broken and needed replacing. The link below takes you to my how-to for the driver-side arm, from 2007. If you have a pressure washer or can visit a do-it-yourself pressure car wash, you ought to spray heck out of the area to clean away as much grime as possible.
My how-to would be especially helpful for anyone in the rust belt.
Added thoughts to main how-to were, wear nitrile gloves throughout and, I forgot to mention, pull brake booster vacuum line out at booster and manifold and lay it aside.
