Bri, the valve should have a small pin that prevents it from turning more than 90 degrees (if it isn't an earlier style like aka oldsaab indicated). The valve should still work without the stop pin, just align the handle of the valve with the tube connections and then again 90 degrees from that position to open or bypass.
The photo shows the valve in the normal closed position, turn it 90 degrees clockwise to open the valve to allow you to bypass the pump and manually open the top without damage to the pump or cylinders.
