If the engine is running (flywheel is turning) and you move the key to start again without the lockout feature, the starter motor's shaft is going to try to jamb into the moving flywheel and the gears aren't going to mesh. This makes for a horrifying grinding sound and if you do it enough it'll damage the starter and flywheel.
