after the cable is hooked to the lever arm spin the rotor. with the allen wrench still in the brake hole, adjust the allen screw so the rear brake has a slight rub or no rub at all. Then go in the car and pull the e-brake handle. If there is little to no e-brake, put the handle back down, twist the allen wrench in the rear brake a little more and try the e-brake handle again.
If you have adjusted the brake to the best its going to be right before it locks the rotor and your e-brake is still not tight, you will have to adjust the brake on the other rear wheel with the allen.
When the e-brake grabs your good replace the 14mm screw and you're golden. Cheers :)
This cable effects the e-brake only. if your fine without using the e-brake theres no need to hook the cables to the rear brakes.
