where did you put your negative voltmeter probe to? To the pin #31 of the relay connector? Try measuring again, but this time try different ground locations: cigarette lighter housing, ignition lock, clutch cylinder housing and so forth.
If there are ~7 volts across #49 and #31 pins of the flasher relay connector but you're getting the battery voltage when your negative probe is grounded somewhere else, then you've got bad ground point #3 which is a stud (or bolt? afaik a stud) behind the instrument cluster, somewhere under the LH speaker.
Otherwise - if those ~7 volts are there wherever you get the ground from - you've got a broken or shortened/melted wire on the way from 7 fuse to the flasher relay socket.
