Your research tallies with my impression. All those things electric that didn't work, the electrical smell. Not sure about the refusal to go in lower gear.
But anyways, when the key is turned to Start there are lots of things electrical that don't work. And the starter staying engaged doesn't limit the car to below 700 rpm, it overspins the starter and at least ruins the starter drive ("Bendix") and maybe more.
Cause is usually not the ignition switch itself, but sticky key cylinder and or gear segment linking the key cylinder to the ignition switch, that sits up forward of the key.
It's easy to let happen. I have done it twice, despite knowing of the danger of it and trying to be careful with a known sticky key cylinder.
You really need to do, or have done, the cure to remedy the sticking, or may face the same thing again.
This happened once on my Mom's Nissan Maxima and it spun the coils of the starter armature winding out, by centrifugal force, till they hit the outside casing of the starter and got torn all up.
