Is the fuel pump supposed to prime / run before start?

Hi,

I've got a 1993 900 S, and when starting, it cranks longer while it builds up fuel pressure, unless the car has just recently been running.
If I turn the key to the full on position, but not the start, the fuel pump does not run / prime for a moment, it never has. This is different then pretty much all other cars that I've owned. All of my other cars, if you turn the key to full on, but not start, the fuel pump will run for a moment and then shut off. Is this model car supposed to run the fuel pump for a moment before start? Do I have a bad relay somewhere, or does the Saab 900 just not do that?
I ask as I'm about to add a manual priming circuit myself, but if its just a relay to replace, that would be much easier and cleaner.
Any insight you guys could give would be much appreciated.
