I remember you posting this breadboard a while ago and found it inspirational! :)
You can actually buy a manufactured relay that does the same thing. Called a tachometric relay, they were used in all sorts of '70s and '80s fuel injected cars, including Saabs. Bosch made lots of them, and you'll find them in most CIS-powered VWs. One Bosch part number is 0280230005, another is 0280230006. They all do the same thing - provide 1-3 second 12v signal to the fuel pump when triggered with 12v from the ignition. If a tach signal is not detected, they shut down. That way you get your brief fuel pump prime plus the added safety of shutting the fuel pump off if the engine stalls. Prices range from $30-$60, depending on the specific version and where you get it. Installing one has been on my to do list on my '62 Falcon for like three years.... just haven't quite gotten to it.
