How do you know your gauge is telling you anything meaningful? Maybe it's just wrong. Have you tested the fan, relay. etc. to be sure the fan is capable of coming on? Have you taken the temperature of the upper radiator hose to see what temp the coolant coming out of the motor is? Are your belts in good shape? Is the water pump actually circulating coolant? Maybe the thermostat is bad or installed improperly? Are the heater hoses getting warm?
Either everything is doing fine and you're just not keeping heat in the engine (thermostat issue) or something is very wrong and you're overheating and don't know it. It's probably not the latter. IMHO, I'd go get one of those $30 IR temp guns and do some quantitative analysis!
