The hot parts of the engine should be around 200 degrees, plus or minus.
But, I guess I really don't understand what your problem is... if the engine isn't overheating, the upper hose is getting hot, and you have good heat in the cabin it sounds like everything is working. Are you just chasing an inaccurate gauge?
