There is almost nothing on a C900 that has p*$$ed me off and made me curse more than the very thing you are facing. Happened at a very inopportune time too!
Vern is right about the layout - it is similar to a door latch. There is an unsewn slot in the seat uphostery where the strap exits. The strap either fell down through the slot and is hiding inside the seat or, as mine did, rotted away where it fastens to the steel wire that actuates the latch. If you have some long needle nose pliars, forceps or a crochet needle, you can reach down thru the slot opening in the seat and grab onto the strap (if it is still there) and pull it back out. If it rotted and pulled away from the wire, you are in for a frustrating fishing expedition to find and grab the wire and pull it to release. I had to cut some of the stitching to open up the seam enough to see and get my hand in there to figure it all out. Once you do get it open, remove the latch and make sure the release cable and strap are bombproof or you will be in for it again down the road. GOOD LUCK!
