The Throttle Position Sensor is connected to the ECU. If the TPS is bad the engine will buck and snort if one tries to accelerate fast. The engine won't rev. The TPS is also adjustable via two slots with machine screws and with the engine off there should be an audible "click" when the throttle plate is opened by your hand just barely above idle. A bad TPS could probably affect starting. Spray some start fluid into an intake manifold vac hose when it's cold. If the engine starts right up there is a fuel mixture or delivery problem.
