Do as john gonzo says but make sure it's in stainless steel, use a cut up bit of inner tube or rubber sheet gasket, just a little smaller than the fender washer, and it can be crude cutting, just poke a hole in the center that will stretch around the bolt. Inside also a fender washer but it and the nut don't need to be stainless steel.
I like the look of button head socket head cap screws, like the Saab license plate bolts but a lower domed top, and hex instead of torx socket.
You can't do this if the panel has any curve to it where the hole is.
