If that rust damage to the brake line is relatively local and you can see perfect line not far away and it's all straight, you may get away with a small patch-in with two flared unions.
It depends if you can, after snipping thru the break, bend the two ends far enough out from the bodywork to get a mini tubing cutter and then a double flaring tool in there and have room to work them.
Can't legally or safely be done with compression fittings and ferrules, or with single flares. You need double-flare brake unions for that diameter of line and a double flaring tool with buttons - - I got mine at Sears.
Cut it far enough back one end with tubing cutter to get a good square end, slide a union nut on, double flare that end. Cut it far enough back other end, slide nut on, flare it.
Install union center bodies, tight, to each end, and push the bent pieces of the line back towards where they belong. Then calculate and cut a length of replacement tubing to be just long enough, after flaring, to fit the gap.
Then flare one end of the patch piece, slide both union nuts on and flare the other end. Install it. Push line back where it belongs. Bleed brakes.
The best replacement line is Nicopp, a high nickel-copper steel alloy that is very flexible and easy to bend in tight curves. For a straight stretch you don't need it, and it's usually sold in 25 foot coils that aren't cheap, but if you have possible future need it might be worth it. It is rustproof or nearly so.
You shouldn't need to weld to get a good floor patch unless it's a structural area.
