OEM keys were Ilco, and made of steel. The brass keys have a greater tendency to twist and shear off in the ignition.
I'm not sure if you can get the keycode by decoding the VIN. I believe the codes were on a separate lookup list, accessed by the VIN, but not based on it.
You might have some luck by contacting former Saab dealers, in the hope they may have either key blanks or access to the code data.
