I think the stagger is to load/unload each of the chains so there is no interruption in the application of torque. Hard to explain, but then all three chains are like rowing / pulling or flying like geese?
I recall that Brad at Georges Imports would cut off gears and weld them to the hub shaft to get the ratio he wanted. That was a different effort to translate high RPM, like 8K to the ground and use it for circle track -- so not for making the gears taller, but essentially the same idea.
