When assembling anything with multiple fasteners, it is accepted practice to install all fasteners related to the assembly before tightening any of them.
If you've already torqued to spec your head bolts, be aware that head bolts are known as "torque to yield" fasteners. When approaching final torque the bolt will stretch a bit, and each time they are stretched they lose strength. FYI.
