PLugs aren't for anything - I figured out once what they do, but they are not in use on (at least) US-spec Saabs.
You can check the rheostat with a multimeter - one end to a bulb socket, one end to the correct pin on the connector. Measure resistance - if the resistance values increase steadily and don't go infinite, the rheostat probably isn't the issue.
Did you check the fuse panel?
Are you sure the panel is from another '85? '85 was a special year - lots of stuff from later cars don't work the same in '85.
