Ok - so far so good. If there's 12V at the fuse, by Occam's Razor, the issue is between the fuse and the bulb. Basics - are the bulbs good? Are they making good contact with the foil? By removing the speaker and looking through the windshield, you should be able to get the probe from a multi-meter onto the foil trace to check for voltage at the point of contact with the bulb. That will further narrow the possibilities. I've only had the cluster out of my car once many years ago, so I don't recall the connections, but check each to make sure it is properly seated.
