Like Bernie says I've had several cases where the ignition system would provide good visual spark when cranking. But the signal from the ignition Hall sensor wasn't strong enough to trigger the the pump relay grounding function. I fixed those with a replacement distributor. In one case with a 86 non turbo the pump would run with directly applied 12 volts but didn't develop enough pressure to get the injectors going. I haven't had a case where it was a failed relay. So I have a box of spare rectangle turbo distributors as backup.
