Bubbles in Tank from Radiator Overflow Hose

I know there are a lot of posts on this but when standing over the engine at the coolant tank and revving the engine at 1200 RPM or higher - bubbles are seen coming out of the Radiator Overflow hose into the tank.
Is this normal or sign of a bad head gasket?
