I did a right click to view image and it came up on Flickr. So, I could see what you were circling.
That is a scavange pipe that goes into the air inlet tube. Carefully, you can pull the inlet tube away from the scavange pipe. Be careful not to damage the grommet, but I think you can still get them. Once you clear the inlet pipe away, and carefully pry that off ( I use a giant dull screwdriver ) then it is just a parasite somewhat in the way, but not really an obstacle.
Look down and see if there is a bracket on the back of the starter that bolts to the engine block. That can be one of those Houdini maneuvers to get the two bolts out of the block. Then, don't drop the fasteners on the starter attach down into the bell housing. Or anything else for that matter.
