If the heater knob linkage fell off the heater valve, then the hot water would flow all the time. That might be the reason the previous owner added the manual valves. If the manual valve are turned on and the heater works without any leaks, then you might just have a disconnected linkage rod that turns the water flow off. Look through the left speaker opening and see if the linkage rod is attached to the heater control valve and is turning when you turn the dash knob.
