...then you're supposed to check the sensor preheating circuit for voltage. If voltage is present, then there's a check for the sensor's preheater coil resistance. If any faults found, replace sensor. This is all in Bentley page 240-17.
02 sensors are pretty cheap and readily available; given the restoration you've already done, this is a likely area for a new part.
That number on your digital meter when testing the installed 02 sensor is supposed to be fluctuating between .4 and 1.
