I had something similar happen when I replaced the battery in my '89. The starter solenoid wouldn't pull in when I turned the key to the Start position.
Just for the heck of it try these things:
- Disconnect the negative battery clamp first.
- Tighten the ground lug behind the right side of the radiator
- Tighten the nut on the red cable that goes to the back of the starter solenoid.
- There's a small wire with a connector that presses onto the starter solenoid, near that large red wire. Take that off and put it back on a few times to cut through corrosion that may have developed while it was standing.
- Reconnect the negative battery clamp.
That worked on my car.
One other thing that's a real PITA on a Turbo, but will also help, is cleaning up the lug where the second cable from the negative clamp connects to the transmission.
