Right. Even if it's not live (meaning the ignition is off, and/or the battery is disconnected) you're measuring in-circuit when the temperature sensor is connected to the ECU. The diagnostic test is to measure the resistance of the sensor when it is disconnected. A more complete test of the sensor would be to dunk it in hot water -- or otherwise change its measuring temperature -- and observe the change in resistance.
NTC stands for Negative Temperature Coefficient, which means the resistance decreases with an increasing temperature. There's a table somewhere of what the readings should be at what temperature.
The reason you test the NTC at the ECU is to ensure there isn't a break in the wiring between the two.
I suspect you're testing your NTC because you're tracking down a problem?
