Yes. The AMM is basically 100% responsible for mixture until the O2 sensor warms up. There is trim for engine temp from the NTC sensor but that's it.
It can take about 15 minutes for the O2 sensor to heat up and start working. If you're not getting good voltage swing within that time, the O2 sensor is probably defective.
