Probably was painted by a rebuilder at some time in the past. I have the older combo on my 1988 (I installed it because the younger rebuilt models are not available - no diaphragms available). It is now beginning to rust - I am assuming that the rebuilder sand-blasted it and did not repaint (wished I had known that!).
The other way to tell is that the older booster is much wider than the newer one.
