The three way solenoid valve which you make reference to is an APC boost control valve SAAB #: 7517477. The central line connection should be connected to the turbocharger's aluminum compressor housing signal line nipple. With this pressure line disconnected, the turbocharger's wastegate actuator will see no opening control when under a pressurized condition which forces a higher charging pressure without APC control potential. The 1991 900 should have an over-boost protection which is air mass related fuel pump defeat typically at the 1 bar/14.7 psi target(Half red on APC dash board gauge).
These valves should be difficult to find as new, and a good used valve may be available from a SAAB salvage yard, but most used parts sources have purged many of the 900 due to the limited market.
