Recurring Rust Over Hatchback - '89 900 3-door

I have a recurring rust area on my '89 900 on the roof directly above the hatchback. It is centered on the car and is about two inches high by twelve inches long. I've "fixed" it several times, including using various brands of rust converter, sandblasting, and various forms of epoxy fillers. The damn thing just keeps on coming back. My last try was to grind away the rusted part, insert a piece of stainless screen and fill with epoxy filler. Primed, painted and sanded, it lasted about 6 months, then proceeded to rust around the epoxy patch, leaving it like some sort of deserted island in a sea of rust. So I'm seeking advice, speculation, spells or potions that will expel this rust daemon from my Saab, and if you have had this condition on one of your Nine-Hundreds I would especially like to hear about your experiences. It almost seems like water is getting to it from inside (??).
