I have had some luck with 2- part etch primer- but that's assuming
the rust is getting in through the outside.
If it was me, I'd try the blasting again, with clean media.
Clean the bare metal well,
Then epoxy prime it with a professional
(from the auto paint shop, 2 part, wear a respirator) primer.
Then top- coat that with a professional paint system.
I'd be careful to scuff (600 grit) a band in the existing
good paint, so that it'll seal to the 'good' finish. If you can keep
oxygen out completely, any remaining rust will not be able to 'grow'.
If you can find a friendly supply place close to you, often they can mix up
small quantities and put them in propellant cans. It doesn't look quite
as good as if you shoot it with a proper gun, but it does seal up the surface.
I suppose the other possibility is that the metal's porous- but wow,
that would be bizarre...
