I get the impression you're talking about the terminal block on the passenger side inner fender just ahead of the ventilation air intake. If so and you are seeing sparks when you wiggle the wires that's a major concern that must be fixed ASAP. The only purpose of that terminal block is to split battery positive + for distribution so it's just a bus bar with two bolts as terminals and must be effectively isolated from ground. Sparks mean it's not. As for reading ground on the two huge gray wires on the terminal one feeds the ignition switch and the other feeds fuses 21 and 31. If the key is in the ignition and driver's door open, even in the locked position, you'll get continuity to ground by way of the warning buzzer (that tells you you've left the key in the ignition). Fuses 21 and 31 should just be fog lights and brake lights respectively. Pull those fuses and see if the continuity to ground ceases. If still grounded you'll need to check those circuits between the terminal block and fuse for a short to ground.
