If you pull fuse #7 under the back seat and that stops the large gray wire at the terminal block from being grounded then the problem is most likely that ignition relay number 21A (also in the fuse box under the back seat) is defective and failing to go open when the key is turned off.
Look at the "Distribution Terminal +54" diagram in the '91-'92 section 3.2 manual (page 30).
