Just to add to this, I used 2 layers of fibreglass cloth: one inside and one outside and painted all the rust in POR15, inside and out and soaked the POR15 through both layers. So the inside and outside layers of fibreglass are bonded to either side of the remaining metal and then together wherever there were holes. Makes it much less likely to peel off. POR15 is probably more structurally robust than polyester resin - it is thin like a paint, but not really like other paints.
The other word of advice is to remove the sponge pads in the floors... those just hold water forever. Mine were soaked and I could literally wring water out of them even though the car had been parked in our garage for several months (without driving) prior! The rubber layer on top and the metal floors are both vapour impermeable. Any water that leaks in (or brake fluid!! very common!) will stay there basically forever.
