The pump running when it shouldn't is not why the car won't start (other than causing a dead battery). If the injectors aren't cycling no fuel will enter the cylinders. So your pump is running AND the injectors are cycling normally or jammed open, either electrically (short circuit or bad ECU) or mechanically (dirt). The only thing the running pump will do is run fuel around the loop back to the tank. The pump alone can't put fuel in the cylinders. I suspect that the flooding was the result of the pump and injectors working while the ignition was disabled (coil wire off). I'd suggest dry it all out, kill the pump (pull fuse #30 or disconnect the wire at the pump), spray some carb cleaner into the intake manifold and crank it. If you have an ignition problem (no spark) you'll get no response at all and now you know to look for an ignition issue. Is there any evidence that someone has messed with the ignition switch in the console?
