Personally, I would guess that it is the air mass meter giving bad readings to the computer, but from what I read, you have lots of issues contributing to the poor performance and therefore, emissions.
First of all though on the computer. If you mean the ECU that is --- under the kick panel right side. I would suggest taking off the few screws, and the kick panel, get a photo of the ECU part number that is installed in the car.
And, check to see if the car is a California original car, in 1990 I recall there was a EGR setup on that year for California destined vehicles.
I guess the point is to really find out what you have, and then perhaps someone on the board has particular experience with that model / year / EGR or non EGR type car.
As far as the part number is concerned, there is a Saab number on the ECU that is shorter than the Bosch part number that could end in 570, or 585 or 348 depending upon whose been in there before.
I looked up the cross reference to the 1990 turbo and the -585 Bosch unit is shown. I have one sitting here that I was going to send to the ECU repair guy in Mesa. He harvests out parts of the ones we send to fix other ECUs. As far as I know it works as I had it in my car, but we don't do emissions in our area, so that isn't tested. I get 20mpg in town driving in a hilly city.
Further notes: Just saw that the 1990 EGR cars use a -582 Bosch ECU -- that could be about impossible to find, though I don't know -- I have never seen one.
