One thing I overlooked - Leaking Fuel Pressure Regulator dumping raw gas into the intake manifold through the vacuum line. That will cause extremely rich running and definite emissions failure along with high fuel consumption. Also an easy, inexpensive fix.

FYI, there are several -948 ECU's on evilbay and someone on here will probably loan you one to swap out and try but if you pull back the carpet on the outside wall of the passenger's footwell, you can check what you have. If it is a -948, they are extremely reliable and if the car runs, it is probably OK.
