Easy to see in person - hard to describe. There is a little tab of plastic that sticks out from the turn signal stalk to the steering wheel shaft. It sticks straight out when the turn signal is not on and sort of pushes out and to the side when the turn signal is set. When the steering wheel is returned to straight a piece on the shaft resets this nub and turns off the blinker. In time the tab wears down and so doesn’t get reset. Unfortunately I’m not sure of a solution if this is the problem other than - it’s an ideal part to make if you have a 3D printer.
