went through something similar when I installed a new motor in my 91 se convertible. Just like you checked everything under the sun with no solution(no start). In the end it was an extra connector(test connector maybe)in the wiring harness close to the starter which I mistakenly connected to the throttle position sensor. This incorrect connector(grey)was the same in dimensions as the correct connector and it plugged right in. Found it by inspecting further, switched them and car fired right up. lost part of the summer trying to figure it out.
